ジョン・ラギー（John Gerard Ruggie, 1944年 - ）は、アメリカ合衆国の国際政治学者。
オーストリア・グラーツで生まれ、1956年、カナダに移住。カリフォルニア大学バークレー校より博士号取得。コロンビア大学教授を経て、現在、ハーバード大学・ケネディ行政大学院教授。
戦後の国際秩序を「埋め込まれた自由主義 embedded liberalism」と捉え、国際における自由主義経済と国内における福祉国家という一見矛盾した状況を解明した。またケネス・ウォルツが打ち出したネオリアリズムでは、システムレベルを重視するあまり、ヨーロッパ中世秩序から近代の主権国家秩序への移行が説明できない点を指摘するなど、国際関係論において重要な論点を提起している。
1997年から2000年まで、コフィ・アナン国連事務総長のシニア・アドバイザーを務め、企業に対し人権・労働基準・環境の分野における９原則への支持と実践を求める「グローバル・コンパクト」の設立に尽力した。
