The Eurovision Song Contest 2009 will be the 54th Eurovision Song Contest, scheduled to take place between the 12 May and 16 May 2009.[1] It will be held in Russia, following its victory in the 2008 contest in Belgrade, Serbia with Dima Bilan's "Believe".[2] The host city and venue has not yet been confirmed by the European Broadcasting Union (EBU). A poll has found that 43% of Russians would prefer to see the contest held in Moscow.[3]

Discussion on the format of the 2009 Eurovision Song Contest will take place at a EBU meeting in Athens, Greece in June 2008. A proposal has been made that could result in the "Big Four" countries (France, Germany, Spain and the United Kingdom) losing their automatic place in the final of the contest.[4]

Poland - TVP will decide in October 2008 if they participate in the contest in 2009.[19]
San Marino - SMRTV will decide by the end of 2008 whether they will participate in the Eurovision Song Contest for a second time. However the response they have given to the 2008 contest has generally been positive, so it is likely they will participate in 2009.[20]

Kosovo[17] - RTK wants to enter the Eurovision Song Contest in 2009 but is not currently an active member of the EBU, which is required to enter the contest. EBU members are states within the European Broadcasting Area, or members of the Council of Europe. The European Broadcasting Area is defined by the United Nations International Telecommunication Union. Kosovo is currently neither a member of the Council of Europe nor the United Nations.[18]
