Nel 1889 con il local Government Act , molte di queste contee, soprattutto le più piccole, furono accorpate a formare un'unica area amministrativa, come accadde ad esempio al Ross-shire e al Cromartyshire divenute così l'amministrazione del (Ross e Cromarty).
