Image is from the Naruto manga, and ergo, is an non-free image. As consensus is currently decided against including this image in the article where this image would be appropriate (Land of Fire), there is no reason for this image to be present. Furthermore, this image is redundant with Image:Madara Uchiha.jpg, which this user also uploaded without a source, license, or fair use rationale. This image appears to be an edited version of the image shown at url http://franklin-sterlinghill.com/dunn/ch07/cultural.stm. On that site, the image caption says "This engraving is one of the Franklin Bank Note Company, was used on railroad securities, was published by Hodas (1976), and is reprinted here courtesy of the New York University Press." That implies that the copyright to the image is held by the New York University Press and the image is not in the public domain. JimIrwin 12:27, 15 September 2007 (UTC)

The image is copyrighted to Hendrickson Publishers, and no challenge to it is implied by posting it here on Wikipedia. It is the same as posting an image of Oxford's 50th Anniversary RSV Bible on the page for the RSV. --JoBrLa 16:23, 15 September 2007 (UTC)

It's not a book cover, it's a display of books - a derivative work. That's not covered by our Fair Use criteria; this wouldn't be "fair use", it's be "ripping off someone else's work", which isn't quite the same thing. ➔ This is REDVEЯS 18:48, 15 September 2007 (UTC)
