Arno Tausch (born on February 11, 1951 in Salzburg, Austria) is an Austrian political scientist and one of the founders of quantitative world system and development research in Europe. His research program is focused on world systems theory, development studies and dependency theory, European studies in the framework of core-periphery relationships, and quantitative peace studies.[1]

Dr. Tausch is an active participant in the liberation theology movement and the ecumenical dialogue between the major world religions. He is involved in the study of the quantitative effects of globalization on the social systems. He is also a frequent contributor of articles to high circulation journals in Austria, like Das Jüdische Echo, Die Zukunft, and International. Die Zeitschrift fuer internationale Politik. Tausch received his Ph.D. in political science from Salzburg University in 1976 and his habilitation from Innsbruck University. His habilitation commission was presided over by Anton Pelinka; external referees included Ulrich Albrecht and Winfried Röhrich. External opinions on his behalf were also expressed, among others, by Karl Deutsch from Harvard University. [3].


Presently, he is Adjunct Professor (Universitaetsdozent) of Political Science at Innsbruck University, He was previously also Associate Visiting Professor, Department of Political Science, University of Hawaii at Manoa [[1]], and Guest Researcher, International Institute for Comparative Social Research, Science Center, West Berlin (now: WZB - Social Science Research Center Berlin).

He served as an Austrian diplomat abroad [4] and was Counselor for Labor and Migration at the Austrian Embassy in Warsaw and he is now Ministerial Counselor in the Division of European Union Coordination (V.1) at the Ministry of Social Affairs and Consumer Protection in Vienna.

By mid 2007, he authored, co-authored, or edited, 13 books in English and 5 in German, and over 150 printed or electronic scholarly and non-technical articles and miscellaneous publications in 6 languages. He has been published by leading publishers, including Dutch University Press, Nova Science Publishers N.Y., Palgrave Macmillan, and others in many countries. [5]

Impressed, but unconvinced by his early training in neo-classical economics, he early on turned to the quantitative study of political economy and quantitative political science. After finishing his Ph.D. at Salzburg University, he won a position as assistant professor of political science at Innsbruck University in the fall of 1977.

Together with Otmar Höll and Kunibert Raffer, Tausch pioneered world system and dependency studies in Austria from the mid 1970s onwards. During the later 1970s, researchers like Volker Bornschier and Dieter Senghaas began to refer regularly to his quantitative works. His first true internationally recognized work was the essay, written with Otmar Höll, on Austria and the European Periphery, in 1980. [6].

His most influential book is the Socio-Liberal Theory of World Development (1993), which quantitatively tests the cross-national relevance of the socio-liberal reform programs put forward by Europe’s social democrats during the 1920s. In 1998, the US-Association of College and Research Libraries singled out Tausch's main work "Towards a Socio-Liberal Theory of World Development" as one of the "Outstanding Academic Books" in the period 1993 - 1998. It is based on politometric studies of development patterns around the globe since the 1960s.[8]

During the 1980s and early 1990s, Tausch closely worked with the late Australian political economist Ted Wheelwright, the Swedish development and peace researcher Björn Hettne, the Polish development researcher Zbigniew Bablewski, and the Finnish development and peace researcher and politician Kimmo Kiljunen in the framework of the European Association of Development Research and Training Institutes (EADI)) working group on development theory. The results of these efforts include the United Nations University study (1989). [9]

In peace and development research, he was one of the first authors to present skeptical assessments of the perestroika and transformation process. His Russlands Tretmühle (Russia’s treadmill) predicted a re-hardening of the Russian regime.[10]

His later work, written after his entry into public service in 1992,is about the analysis of social policy and migration in the new wider Europe after the shock therapies which the region experienced. [11]

After returning to Vienna from his work as a diplomat in Poland, Tausch’s publications especially dealt with analyses of the contradictions of the process of EU-enlargement, with cross-national aspects of pension reform and with the never-ending debate about Islam and development. As a world system researcher, he edited, co-edited or contributed to works, which also include articles by Samir Amin, Christopher Chase-Dunn, Andre Gunder Frank, and Immanuel Wallerstein.[12]

During the last decade, his works contributed to the debate about Islamophobia. This has become a defining pattern of his writings after the turn of the millennium: opposition to Salafism (salafist distortions of the Muslim Faith), but also opposition to Islamophobia. He was among the first to study quantittaive aspects of Muslim poverty in Europe.

As a book editor, Tausch later worked particularly closely with the British economist Syed Mansoob Murshed. His own empirical works on the relationships between Islam and development patterns, which squarely contradict Samuel P. Huntington, were particularly well received in the Muslim world, and were based on all the countries with available data.

The Turkish political scientists Bulent Aras and Suat Kiniglioglu actively championed the reception of Tausch’s quantitative works in the two leading political science journals in Turkey, Alternatives. Turkish journal of international relations and Insight Turkey, which is a kind of semi-official foreign policy journal of the country.

The latest chapter in Tausch’s analysis of Islam and development is the systematic analysis of the data from the European Social Survey, which contradict alarmist views of Muslim migration and Muslim integration in Europe, and argue in favor of what Tausch calls a 'Lisbon process perspective on Muslim minorities in Europe'. On the Lisbon process, he particularly closely worked and published together with the Muslim scholar, Almas Heshmati.

His recent writings on pension reform were influenced by Franco Modigliani and Robert Holzmann, social protection department director at the World Bank. He contributed to the memorial volume, dedicated to the Nobel laureate in economics, Franco Modigliani.

Apart from sharing his analytical academic perspectives with high echelons of the Austrian foreign and international social policy establishment, Dr. Tausch’s publications appeared in the publication series of important foreign policy think tanks in Argentina, Luxembourg, Poland and Turkey. In 2007, he was a speaker at the "Davos of the East", the Krynica Economic Forum in Krynica, Poland.

He recently contributed also to the analytical journal of the Austrian Armed Forces, Österreichische Militärische Zeitschrift, and to the widely circulated Europäische Rundschau.


By January 2008, Arno Tausch was ranked among the top 5 % of the global economists (downloads) by the system Repec/Ideas of the University of Connecticut. This system lists more than 15000 economists in more than 60 countries of the world, with an estimated share of up to 3/4 of the global economics profession.

This study will predictably be strongly contested by the main-stream Islamophobic public in Europe and has been already commented on in the following fashion by several researchers:


The idea that Muslims are unique because of their beliefs and pose a threat to European values and aspirations is thoroughly debunked. Professor Tausch should be congratulated for bringing systematic analysis to bear on a public discourse driven by the big event, jingoist media, a nervous public, and opportunistic politicians. The book provides a fascinating profile of the Muslim communities of Europe, based on a wide array of social science data, and investigates the problem of their social, economic, and political integration in Europe. The authors see the state of Muslim integration in Europe as a kind of litmus issue for the success or failure of the development of the European Union and its Lisbon Strategy. By examining deficits in the integration of one of Europe's minorities, they can point to deficits in the current development of the European project. Broadly speaking, that is a deficit in the development of a social Europe. Similar to a recent study by the Bertelsmann Stiftung, the book argues that it is a mistake to treat relations with Muslim communities as nothing but a police and security problem, leading to Islamophobia, and emphasize the importance of the social and economic dimensions. In line with the Theory of Justice by Rawls, Muslim Calvinism by Tausch and associates takes the view that the society of Europe cannot be a just society if it fails to do justice to one of its disadvantaged minorities. The book will systematically evaluate the freely available data, contained in the European Social Survey and other international, open sources, on the problems of internal security and social policy in Europe for the Muslim and the non-Muslim populations in Europe. It is the attempt to try to present an interpretation pattern for the complex reality of poverty; social exclusion, religious and societal values, and day to day contact of different population groups in Europe with the law. The optimistic results are in line with recent quantitative research results, which maintain that instead of engaging in a culturalist discourse about the general "disadvantages" of Islam, Europe rather should talk about economic-growth-enhancing migration, property rights, discrimination against minorities on the labor markets, and that by and large, Islam as such is well compatible with democracy and economic growth.

If there is anything as an integration deficit of the Muslim communities in Europe vis-à -vis the law, these deficits are caused rather by market imperfections and market failures in the European political economy, largely characterized by state intervention, and not by any intrinsic destabilizing traits of Muslims. In many ways, the polarizing events in France are a kind of laboratory and testing ground for theories on how a high state sector involvement, a mediocre Lisbon performance, and a high, and increasing poverty among Muslims, all contribute to rising social tensions, violence and protest in the banlieues.
