An Waray is a party-list in the Philippines, mainly based on the islands of Leyte, Samar and Biliran.[1]
In the 2004 elections for the House of Representatives An Waray got 268,164 votes (2.1079% of the nationwide vote)[2] and one seat (Florencio Noel).[3] In the Eastern Visayas (Region VIII), it got 103,782 votes (21.9203% of the regionwide vote).This political party is said to be organized by the administration itself to keep its hold in the political arena in the country. Basing on the constitution of the Philippines a party list organization must represent a marginalized sector and "warayanons" is not a sector but group of people living in samar and leyte. They should be represented by a district representatives and not by a party list.[4]
