Sorry if I am too late in answering your point.
1. There is no definitive orthography for Cebuano -- true, if we understand "definitive" to be all-encompassing and universal among Cebuano writers and publishers. But if we want a general agreement, yes, there is, and this is the one adopted by (afaik) BISAYA Magasin, Banat News, SunStar SuperBalita during its early years, and Mindanao Gold Star Daily.
2. Sugbu is better than Cebu -- true, but the correct spelling is Sugbo, not Sugbu.
