This article is full of non-encyclopedic apologetic praise for a man who is certainly not generally considered as a leading inventor and scientist; the only reference provided is a book written by himself. The perpetuum mobile stuff certainly looks silly, and having a patent granted is rather a bureaucratic procedure of registering an "invention" (without even having to supply a proof of concept) than a properly peer-reviewed scientific work. He is a strange person. It takes just one reading of his website to realize that there is not one proof of anything he claims to be true. As for the pendulum-driven cart, from it seems as if he's rowing it.

As for the newspaper reports that he has so methodically collected over the years, I can only say that the newspaper reporters usually know nothing about the science and will put to press anything they think would tackle public interest. as another comment, i looked through the history of the article to see if i could find an author or authors who would want to know about the proposed deletion. i couldn't find any. the bulk of the article came from anons and abandoned single-purpose accounts. if anyone wants to spam warnings to all the authors, you're more than welcome to. Of course, he is by far not one of the most famous Serbian inventors, but he is notable enough. I have managed to find following newspaper articles about him:

According to the definition of Inventor, the inventor is a person who discovered something new and has at least one approved patent - Veljko Milkovic is certainly an inventor due to his 36 approved patents[8](so far).
City of Novi Sad (his home town) awarded him in 2002 with the greatest annual city award (November charter of the city of Novi Sad[9]) for his remarkable contribution in the field of ecology and energetic. Why would the second largest city in Serbia do that for some guy who is an anonymous and is not worth of it?! That is the highest award and is given for very few people every year.
If he is not a valid inventor why would the Academy of Inventors of Serbia[10] receive him as full member[11][12]?!.
If he and his work are not worth of attention and are not valid why would people all over the world start experimenting and finally proving his claims?! An independent experimental work validating Veljko Milkovic's claims

I'm not sure if this is the right spot but I have specially made a wikipedia account to state here and specially now that Veljko Milković is my favorite inventor.
Of course the knowledge of a ground breaking invention is not distributed instantaneously even when it's as obvious as milkovic's two Stage Mechanical Oscillator. But the point of an invention is doing something that hasn't been done before. This is not an argument to claim it isn't real. This man shows us how leveraged secondary oscillations outputs around twelve times more energy than the input energy supplied to the primary pendulum, he shows us that perpetual mobile can be build.
His is not a theory but it is an effect displayed. Of course I was also skeptic towards this but I can and did build something as simple as a pendulum. I can say the effect from his videos are as simple to understand as easy to reproduce.
The article can be much updated as this is a peswiki top 100 technology. What does wikipedia want from me? Do I spend hours to update the page so that you can delete it next week in say 10 seconds? I googled a bit on Dr. Peter Lindeman. His web site is hosted outside of the U.S. He lives in Metaline Falls, WA (Population: 223) and apparently makes a living from selling videos about free energy and organizing seminars about it. Go figure. While I personally don't care much about what people do for a living, I DO care when someone presents such a person as a "reliable third party source" for his unsupported claims. Dr. Lindeman and Mr. Miljković apparently share the same hobby, and while the former has gained his PhD, the latter has yet to prove himself, therefore numerous patents and newpaper clippings.

As for the November Charter, it was awarded to Mr. Miljkovic for his work in ecology, not in perpetuum mobile. Apples and oranges.

The man used to stick cardboard boxes on his neighbor's mailboxes so that they could put their empty AA batteries in them. He would later collect them and use them to charge his car battery. Man, you gotta be desperate to do a thing like this! I mean, it is possible to squeeze whatever energy is left in empty batteries, but what about cost/benefit ratio? What about wasted time? And did he make any money out of that?

Mr. Milkovic obviously has a lot of free time.
