Scott Horton is a New York attorney known for his work in human rights law and the law of armed conflict, as well as emerging markets and international law.[1] In April 2007, he joined Harper's Magazine as a legal affairs and national security contributor, and he currently authors the No Comment blog[2] at Harper's Online.[3]

Horton completed his legal studies at the Universities of Munich and Mainz in Germany and took his juris doctor from the University of Texas in Austin in 1981. He is currently a partner with the law firm of Patterson, Belknap, Webb & Tyler LLP in New York.[4]

Horton is an adjunct professor at Columbia Law School,[3][1][5] as well as a co-founder of the American University in Central Asia.[6] Horton has served as president of the International League for Human Rights,[7] and is the author of over one hundred publications.[4] He recently contributed to a Bar Association of New York City report: "Human rights standards applicable to the United States' interrogation of detainees."[8][7]

Horton was hired by the Associated Press to represent Bilal Hussein, a Pulitzer Prize–winning photojournalist who was detained without charges by the US military for over a year.[9]

Horton has written articles in Harper's Magazine [10] [11] [12] regarding the case of Guantanamo Bay detention camp whistle blower Lt. Commander Matthew Diaz and was interviewed on the April 15, 2008 (third hour) Thom Hartmann Show on Air America Radio.
