Robert W. Kustra Ph.D (b. March 21, 1943) is a politician and educator born in St. Louis, Missouri. As of 2007, he was the president of Boise State University, former president of Eastern Kentucky University and a former Lieutenant Governor of Illinois (January 14, 1991–July 1, 1998). He sought the Republican nomination for US Senate in 1996 to succeed Paul Simon but was defeated in the primary by then-State Representative Al Salvi. Prior to his election as Lt. Governor he served in the Illinois General Assembly for ten years, two years as a representative of district 4 and eight years in the Illinois Senate for district 28. As a Republican politician in Illinois, he was commonly known as Bob Kustra.

Kustra received his Bachelor of Arts in political science from Benedictine College in Atchison, Kansas, his Masters degree in Public Administration from Southern Illinois University Carbondale and his Ph.D in Political Science from the University of Illinois at Urbana-Champaign.
