Peter Barca (born August 7, 1955) was a Democratic politician from the U.S. state of Wisconsin. His political career culminated in a short stint in the U.S. House of Representatives.
Barca was born in Kenosha, Wisconsin and graduated from the University of Wisconsin-Madison. After attending graduate school at Harvard University, he found work as a teacher of the emotionally disturbed and a director of a camp for handicapped children. He entered politics in 1985, winning a state in the Wisconsin State Assembly. Barca was a member of the Assembly until 1993.
In early 1993, President Bill Clinton appointed longtime Democratic U.S. Representative Les Aspin to the post of Secretary of Defense, and a special election was called to fill his seat. Aspin had represented Wisconsin's 1st congressional district for 22 years, and had easily won re-election time and time again.
Despite this, Barca barely managed to defeat Republican challenger Mark Neumann, winning by only 675 votes; in the 1992 election, Aspin had won with 58% of the vote. Barca would serve out the remainder of Aspin's term. In the 1994 election, however, Neumann ran again, and this time defeated Barca by a slim margin.
