Paranuclear

Paranuclear countries are those that have the ability to have nuclear weapons within months. The more common term for this is "nuclear capable" — the nation chooses not to develop nuclear weapons, but has the infrastructure to do so in a short period of time. Germany and Japan are usually considered paranuclear. Currently, the U.S. and Russia are also paranuclear countries.
