New York State Route 911E, a part of Lower Warren Street in Queensbury, is one of three unsigned reference routes in Warren County, New York. The highway is the shortest route maintained by the New York State Department of Transportation in Warren County at 0.2 miles (0.32 km). The highway begins at an intersection with New York State Route 32 in Queensbury and ends at an intersection with New York State Route 254 in Queensbury, just before the Washington County line.
Route 911E was once part New York State Route 32B, of a spur of NY 32. The highway is now reserved to become a touring route with the designation of New York State Route 656.

Route 911E begins at a northern turn along New York State Route 32. The highway heads east, passing businesses on its north for the distance with fields to the south of the route. The lone intersection along the highway is with Boulevard (also Warren County Route 79). The route continues east, parallel to CR 79 and NY 32 until terminating at an intersection with New York State Route 254. NY 254 gains the Lower Warren Street designation on its way to Hudson Falls in Washington County.[2]

Routes 911E and NY 254 were once part of New York State Route 32B.[3] Route 32B began in Schuylerville, concurrent with US 4 along the current alignments of NY 254, 911E and NY 32. In the 1960s, parts of Route 32B was re-designated as NY 254 from Queensbury to Hudson Falls, US 4 from Schuylerville to Hudson Falls and NY 32 from Queensbury to Glens Falls.[4][5] The remaining section was re-designated as NY 911E.[1]
The 2007 New York State Department of Transportation Route Log lists an entry for New York State Route 656 along this route.[6] There is not a set time for the conversion from a reference route to a touring route.[1]
