New York State Route 590 is a 6.74 mile long north-south state highway located in the close suburbs of Rochester, New York, United States. The southern terminus of the route, a limited-access extension of Interstate 590, is at the Can of Worms, an interchange between Interstate 490 and I-590 on the Brighton/Rochester border. The northern terminus is at Culver Road in Irondequoit, near Sea Breeze (the western shore of Irondequoit Bay at Lake Ontario).
From the Can of Worms north to New York State Route 104, NY 590 comprises the north-south segment of the northeast quadrant of the Rochester Outer Loop, a series of expressways that form a beltway around the city of Rochester. The remainder of the northeast quadrant is composed of NY 104 between NY 590 and the Genesee River, where NY 104 crosses into the northwest quadrant.
North of East Ridge Road, NY 590 is an at-grade divided highway.

[edit] Brighton and Rochester
Upon passing under I-490 at the Can of Worms, the four-lane I-590 becomes NY 590. The route, carrying a speed limit of 55 miles per hour up through the East Ridge Road interchange, then lowers to 50 mph until its terminus at Culver Road, heads northeast through the interchange, passing under the ramp connecting I-490 west to I-590 south, the CSX Transportation Rochester Subdivision, and the ramps from NY 590 south to I-490 in succession before merging with the ramp from I-490 westbound and turning northward as the road exits the Can of Worms and begins to run parallel to the Brighton/Rochester border. North of the interchange, NY 590 begins to ascend in elevation as it approaches Blossom Road. At the southern tip of the modified diamond interchange with Blossom, NY 590 widens to six lanes, three in each direction, prior to crossing over Blossom.
Between Blossom and New York State Route 286 (Browncroft Boulevard), NY 590 slowly turns to the northwest, passing through densely populated neighborhoods as it curves in a counter-clockwise motion. In the process, the expressway breaks from its parallel alignment with the Rochester city line, coming closer to the city limits before entering Rochester upon crossing over NY 286.
The lone portion of NY 590 within the city of Rochester runs due north-south, acting as a divider between residential neighborhoods to the west and the Irondequoit Creek valley (much of which is part of Ellison Park) to the east. Little more than a half mile after entering the city, NY 590 exits the city and enters the town of Irondequoit.
[edit] Irondequoit
In Irondequoit, NY 590 continues northward for a short distance before turning to the northwest to avoid the area surrounding the intersection of North Winton Road and New York State Route 404 (Empire Boulevard). After passing under North Winton, NY 590 resumes its northward trek and interchanges with NY 404 by way of a modified cloverleaf interchange. The expressway continues onward, separating a large residential area from Irondequoit Bay Park West as it progresses toward a northbound-only exit with Norton Street. One half-mile to the north of Norton, NY 590 interchanges with New York State Route 104.
Due to the terrain surrounding the interchange and the location of the Irondequoit Bay Bridge, NY 104 is forced to run parallel to NY 590 for a short distance between the Keeler Street Expressway and East Ridge Road. NY 104 eastbound crosses over NY 590 midway between exits 10A and 10B and turns to the north, merging with the ramp from NY 590 northbound and running parallel to NY 590. NY 104 passes under East Ridge prior to turning to the northeast and crossing the Irondequoit Bay. Through this stretch, NY 590 runs directly between NY 104 westbound and NY 104 eastbound, narrowing to two lanes as it interchanges with East Ridge Road via a diamond interchange.
North of Ridge Road, NY 590 passes over NY 104 westbound and becomes an at-grade highway. The road intersects a private residential street, Sunrise Crescent, before meeting Titus Avenue at a traffic signal-controlled intersection. North of Titus, NY 590 turns abruptly to the northeast to avoid the Sea Breeze neighborhood of Irondequoit, intersecting Seneca Road in the process, before resuming a northward track at Avondale Road, a local road split in two by NY 590. The route continues on, intersecting Point Pleasant Road and Durand Boulevard before narrowing to three lanes, two southbound and one northbound, and turning east to run parallel to the Irondequoit Bay shoreline. Roughly 50 yards from the Lake Ontario shoreline and 300 yards west of the outlet connecting Irondequoit Bay to Lake Ontario, NY 590 terminates at a simple intersection with Culver Road.
[edit] Restrictions
Traveling southbound on NY 590, a number of movements are restricted due to the composition of the expressway. One such restriction is at Blossom Road in Brighton, where traffic entering NY 590 southbound cannot access I-490 due to the relocation of the exit 5 (left exit) flyover to the north of the Blossom Road onramp as part of the Can of Worms reconstruction from 1988 to 1991. The entrance to the ramp was moved to allow for a smooth ascent on the flyover.[3] In Irondequoit, traffic entering NY 590 southbound from East Ridge Road cannot access either NY 104 (no southbound access at all to NY 104), or Norton Street; nor can traffic leave NY 590 south from exit 11 (East Ridge Road) until exit 8 (NY 404). The idea had been floated for years about building ramps allowing access from NY 590 south to NY 104 east, and from NY 104 west to NY 590 north (in fact you can see the "ghost ramps" for these ramps just west of the Bay Bridge). However cost and oppositions have stood in the way.[citation needed]

All of what is now NY 590 opened to traffic in 1960.[4] Originally, the portion of the expressway from I-490 north to Empire Boulevard (then U.S. Route 104) was designated as part of NY 47, which was rerouted from surface streets onto the expressway. The segment from Empire north to East Ridge Road carried US 104 while the remaining portion from Ridge to Culver Road was designated as part of NY 18.[5] By 1971, US 104 had been rerouted onto the modern alignment of NY 104 through Irondequoit and West Webster, using the Keeler Street Expressway through Irondequoit and crossing the Irondequoit Bay via the Bay Bridge before terminating west of the village of Webster. The former routing of US 104 around the southern tip of the bay from NY 47 east was redesignated as NY 404 while NY 47 was extended northward along the remainder of modern NY 590 to Culver Road, creating a two mile overlap with NY 18 between Ridge and Culver.[6] By 1976, NY 18 had been truncated to its current eastern terminus in Kodak Park.[7]
On March 18, 1980, NY 47 was decommissioned and replaced with NY 590 between the Can of Worms and Culver Road.[2]
As of mid-2006, funding has been secured to convert NY 590 north of Ridge Road from a four-lane, 50-mph expressway (albeit with at-grade intersections) to a two-lane (separated), lower-speed parkway with roundabouts instead of traditional intersections.[citation needed]
