The Montgomery County Department of Liquor Control maintains a monopoly on the sale of certain alcoholic beverages in Montgomery County, Maryland.
As is done in eighteen U.S. states, the government of Montgomery County has an alcohol monopoly; it is the only county (as opposed to a state) to do so in the country. The Department of Liquor Control was established on July 1, 1951, under the terms of Section 159 of Article 2B of the Annotated Code of Maryland. The Board of License Commissioners, which had been created on December 5, 1933, became a completely separate entity. The Board is responsible for licensing and regulation, a responsibility shared with police. The Department of Liquor Control handles distribution to alcoholic beverage stores and owns and operates 25 retail stores.
The Department of Liquor Control stores sell spirits, wine, and beer; they are the only authorized sellers of spirits for off-premises consumption in the County, whereas some off-premise license holders may sell wine and beer.
