Malaysian Highway Authority

The Malaysian Highway Authority (MHA) or Lembaga Lebuhraya Malaysia (LLM) is a government agency under the Malaysian Ministry of Works. The agency was founded in 24 October 1980 to build the North-South Expressway, but now the main function of Malaysian Highway Authority is to monitor the works and administration of expressways in Malaysia as subject to Federal Roads Act (Private Managements) 1984.

At the end of 1977, the Government has decided to built a Toll Expressway from north to south of the Peninsular lingking all the major towns and developing areas of the west coast. It starts from Bukit Kayu Hitam, Kedah near the border of Thailand, in the north and ends at Johor Bahru, Johor, near the border of Singapore.
The main objectives of the expressway construction are to create a complete and effective road network between all major towns to cater for the increasing traffic.
To facilitate these responsibilities, under the Parliament Act 231, Malaysia Highway Authority was established on 24 October 1980.

To establish a network of toll expressway which is safe, efficient, comfortable and complete with all the necessary facilities and amenities.

Under the act 231, the objective of the Authority are as follows: to plan, design, develop, operate and maintain a modern network of expressways with all necessary facilities and amenities which will:-
- provide a fast, safe and efficient means of road transport for the country as a whole;
- link all existing major townships and potential areas of development thereby contributing to the economic, cultural and social development and integration of the nation;
- enable an effective interurban public road transportation to be provided throughout the country;
- to train personnel and further develop experties in all facets of highway construction, operation and maintenance.

Section 11(1) Malaysia Highway Authority (incorporated) Act 1980, the functions of MHA are :-
- to supervise and execute the design, construction and maintenance of highways as determined by the Government:
- to supervise and execute the design, construction and maintenance of rest and service areas and other facilities that may be deemed necessary along the highways;
- to collect toll from the users of highways and other dues from facilities along highways;
- to plan and carry out research to ensure efficient utilization of highways and other facilities along highways;
- to undertake all related tasks to ensure absolute development of highways and all facilities along them.

- Responsible for taking care of the government and public interest during construction of expressways.
- Undertake quality controls on construction in accordance to the standards agreed in the concession agreement.
- Monitoring of construction and maintenance works in accordance to the standards agreed in the concession agreement.
- To exercise controls on the concession companies ensuring that they perform their obligations in monitoring the expressway operations and guaranteeing the safety and comfort of the user.
- To ensure that the roadside development adhered to the conditions approved by LLM.
