The village of Kaul is presently situated in the Kaithal district of Haryana. In the past, it has belonged to Kurukshetra and Karnal districts at different points of time. Kaul is about 35 kilometers from Karnal, 30 kilometers from Kurukshetra and 5 kilometers from the town of Dhandh.

Kaul is a big village and the population is well nigh 25000, which is almost five times the average village in Haryana. The land owning social group in Kaul is primarily the Rors. Kaul is a rather well-developed village and at times people think of it more as a town. The infrastructure is very well-developed and there is a power station very close to Kaul and Chaudhary Ishwar Singh had a big role in establishing it. Kaul has a lot of Mohallas and it is very tough for a single person to remember all the names. Surprisingly, the gotra of all the Rors in these Mohallas is still the same, Sagwal.

Budda Patti, Tunda Patti and Bola Patti are three of the main Mohallas in the village. Balwant Singh "Ballu" is a great Indian Volleyball player who was born and brought up in Kaul. Kaul was also the place where the political journey of Chaudhary Ishwar Singh started as he was serving as a teacher in this village when people requested him to become a politician.

There is a very old fort in a now uninhabited part of the village and a lot of ascetics and saints stay there. Folklore has it that the wheel of Karna's chariot had got stuck at that spot during his final fight with Arjun in Mahabharat. Historically, Kaul was a major center of learning and there was a famous Sanskrit Mahavidyalaya joined with the "ashram" of Kapil Muni, one of the most learned and revered Hindu sages of ancient India. Kapil Muni was mentioned by Sri Krishna during the sermon of Gita to Arjun in Mahabharat. Putting this information into perspective and referring to Subhash Kak, who has placed Mahabharat war at 1924 B.C., it can be concluded that Kaul was established around 2000 B.C. if not before that.

Kaul has many schools and colleges. The Chaudhary Charan Singh Haryana Agricultural University (CCSHAU) has a College of Agriculture in the village. The Kaul campus of the CCSHAU also conducts research on Wheat and Rice. Apart from agricultural education, Kaul has another degree college by the name of Janta College.
