Jejomar Binay (born November 11, 1942) is the Mayor of the City of Makati in the Philippines, having first been appointed to the post in 1986 following the EDSA revolution. He is the only child of the Diego Medrano Binay of Bauan, Batangas and Lourdes Gatan Cabauatan of Cabagan, Isabela.

[edit] Mayor of Makati (1986-1998, 2001-present)

In 1986, he was sworn in by President Corazon C. Aquino as an Acting Mayor of Makati. He won as a real mayor of Makati in 1988. He likewise won in 1992 and 1995 elections as mayor of Makati. In 1998, President Joseph Ejercito Estrada appointed him as MMDA Chairman and he seats there until 2001. In 1998, he was prevented from receiving a fourth consecutive term due to term limits. His wife Elenita, a doctor by profession ran and won the mayoralty race in Makati in 1998 and served in 2001. Jojo Binay made a successful comeback in 2001 when he won over actor-host and then-Vice Mayor Edu Manzano via landslide. In 2004, Binay won a landslide again, this time against his then partymate, Councilor Oscar Ibay. His third victim was incumbent Senator and actor Lito Lapid in an unprecedented race. His margin over Lapid was considered as the largest margin in a local elections in Makati City.

[edit] Corruption Controversies

In October 2006, Binay was suspended from office following claims of 'ghost employees' on the city payroll by the former vice mayor. It was claimed this action was part of a government-sponsored drive to root out corruption ahead of next year's local elections but critics claimed it was designed to distract attention from the government's own scandals around vote-rigging and to neuter opposition-held mayoralties. The suspension was temporarily lifted less than one week later by the courts but remains active and sought by the government.

Now, he is facing tax evasion charges filed by the Bureau of Internal Revenue. Binay allegedly failed to remit the taxes withheld from Makati City Hall employees' income. The amount involved is pegged at One Billion Pesos. Binay has yet to explain what happened to this amount.

Of date, the Bureau Of Internal Revenue has issued a Writ of Garnishment freezing Makati City assets and those belonging personally to Binay.

Binay is also one of the co-respondents, among whom was his own wife, in corruption charges pending before the Office of the Ombudsman due to the supposed "Rockwell Bridge Scandal".

His wife Elenita Binay's (and private businessmen Li Yee Shing, Jason Li and Vivian M. Edurise, and Ernesto Aspillaga's) arraignment for graft charges was set by the Sandiganbayan's 4th Division on January 18, 2008. Binay was charged of alleged anomalous purchase of office fixtures and furniture for the new Makati City Hall from private contractor Office Gallery International from December 1999 to February 2000, regarding the acquisitions worth P 13.25 million overpriced by P3.6 million.[2]
