Rehabilitation Institute of Ottawa and Royal Ottawa Hospital (1956 to 1982)

Ms. Holzman began working as a planner and developer of housing, employment and rehabilitation services for the elderly and for people with disabilities in 1956 when the Rehabilitation Institute of Ottawa (RIO) was being established. She served as Board Member of RIO from 1960 to 1979, including a term as President from 1970 to 1975. When RIO relocated to the grounds of the Royal Ottawa Hospital (ROH), her interests expanded to include people with psychiatric disabilities. She joined the ROH Board of Trustees in 1967 and served as Chair from 1977 to 1982. From 1979 to 1982, she also chaired the Ottawa Health Sciences Centre and oversaw the planning of construction of the Royal Ottawa Regional Rehabilitation Centre, the Ottawa General Hospital and the University of Ottawa Health Sciences Building on Smyth Road.

City of Ottawa (1982 to 1997)

Ms. Holzman was elected Councillor of Richmond Ward in Ottawa in 1982. She served the community in this role until 1991, when she was elected Mayor of Ottawa, serving until 1997. During her time as City Councillor, she served on more than 15 Boards and Commissions, including the District Health Council, the Social and Health Policy Committee and the Regional Homes for the Aged Program (which she chaired). As Mayor, Ms. Holzman’s priorities included promoting economic growth, providing cost-effective delivery of municipal services and planning and developing a Life Sciences Park. She served on Boards and Commissions such as the Ottawa Civic Hospital Board of Trustees, the Central Canada Exhibit Association, the Board of the Ottawa Hydro Commission and the Board of the National Arts Centre.

Ottawa Health Research Institute (1999 to Present)

In 1999, Ms. Holzman was appointed to the Board of Directors of the Loeb Health Research Institute, the research arm of the Ottawa Civic Hospital. In 2001, when the Loeb Institute became part of the newly-created Ottawa Health Research Institute (OHRI), Ms. Holzman stayed on as a Board Member, becoming Chair in 2002. During Ms. Holzman’s tenure as Chair of the OHRI Board, the Institute more than doubled in size, reaching an annual budget of $80 million in 2007. Ms. Holzman actively contributed to all OHRI Board Committees and took a leadership role building relationships with government leaders and guiding the OHRI’s relationships with its partners, the University of Ottawa and The Ottawa Hospital.

During her term as chair of the Ottawa Congress Centre, from 1998 to 2003, $100 million was allocated for the long awaited expansion.

A native Ottawan, she is married to John Rutherford and is the mother of four and the grandmother of four.
