Ilteris Sad, personal name Ashina Gudulu (Chinese: 阿史那骨篤祿) (d. 694), also known as Kutlugh, was the founder of the second Göktürk Empire (reigning 682-694). In the 680s he left the sinicized tribes near China and returned to the Mongolian steppe, from where he raised an army and reconquered most of the lands of the first empire. The second empire had even larger borders than its predecessor, and took other Turkic-speaking groups of the area under its control. His name Il-teris (İlteriş in Turkish) means uniter, refounder (teriş) of the nation (il). He was succeeded by his brother, Qapagan Khaghan.
