İbrahim Kutluay (born 7 January 1974 in İstanbul, Turkey) is a Turkish basketball player. The 6'5 1/2" (1.97m), 206 lbs. (93kg) guard has played for Fenerbahçe Istanbul, Ülkerspor and Efes Pilsen SK. He also played for AEK Athens and Panathinaikos in the Greek League before going to the NBA team the Seattle SuperSonics.
He returned to Europe during the 2005 NBA All-Star Game break after languishing on the bench of the Seattle SuperSonics, for which he played in only five games during the 2004-05 NBA season. For the rest of the 2004-05 season, he played guard with Greek League and Euroleague power Panathinaikos.
He scored a record 50 points at the Under-22 1996 European Championship against Italy, and also 41 points in a Euroleague match against Cibona Zagreb.
He has been one of the best 3-point shooters in Europe and one of the fastest players at his position. However, his off-ball defense is very poor and his dribbling ability with his left hand has been questioned.
Kutluay signed a 5-year-contract for Turkish Basketball League outfit Fenerbahçe Ülker, a team created via the takeover of Ülkerspor by Fenerbahçe, in the summer 2006.
He has recently signed a new contract with Greek side PAOK Thessaloniki, thus returning to the Greek A1 League after 3 years.
He is also a regular Turkish National Team player and captain.
