Think maybe you need to add how alot of Independants who ran promising a change of government changed tunes and switched to HRPP when offered posts as Ministers or Under secretaries. In other words the majority of the population did NOT want HRPP back in but they got back in because they bribed representatives who had promised their electorate a change of government.
