Comments like "border on incoherent rambling" are probably not necessary. Comments "probably mentally disturbed" very much need sourced. My addition of the "not verified" tag isn't meant to attack the truthfulness of the article, but to point out the necessity of having some sources. Thanks. There's always room for improvement, right? Fair point. I've edited out the phrases you objected to, so as to eliminate any possibility of non-neutraility. As for cites -- well, you can ask anyone who has lived in the West Village area of New York in the past few years and they'll almost certainly have witnessed this. Heapchk

Please refer to WP:OR and WP:V--it has to be based on something published. If this is as common as you say (and I'll take your word on that), there shouldn't be much trouble finding at least some verification. Image:HousingAmendment.JPG is being used on this article. I notice the image page specifies that the image is being used under fair use but there is no explanation or rationale as to why its use in this Wikipedia article constitutes fair use.
