No free alternative can exist given the likeness of the character is a trademark and thus protected (Wikipedia:Non-free use met);
It is a low resolution copy of a comic book cover;
The image was released to the media to promote the issue in question (Respect for commercial opportunities. Non-free content is not used in a manner that is likely to replace the original market role of the original copyrighted media Wikipedia:Non-free use met);

It does not limit the copyright owner's rights to sell the comic book in any way;
Copies could not be used to make illegal copies of the comic book cover art on another comic book;
The comic is significant for the character (as it is one of only few she appeared in), provides a great illustration of the character for the article, and provides a visual animosity between Kimura and X-23 (which is key apsect of her personality in the article). Content. Non-free content meets general Wikipedia content requirements and is encyclopedic.
