There is some debate about which West Virginia counties actually constitute the Eastern Panhandle. As currently written, this article includes Grant, Hampshire, Hardy, Mineral, and Pendleton counties in the Eastern Panhandle. In actuality, however, these counties may more properly be described as being part of the Potomac Highlands region.
In a more restricted (but more commonly used) sense, the Eastern Panhandle is confined to the easternmost counties of Berkeley, Jefferson, and Morgan. This is the definition used by the West Virginia Division of Tourism and the Eastern Panhandle Board of Realtors.
As a current resident of the area, there is no one that would normally include anything west or south of Paw Paw, WV as being part of the Eastern Panhandle of West Virginia. We would refer to the inclusions made in the general article as more properly belonging to the Potomac Highlands region, or for shorthand, simply "downstate".
