Dakota is attempting to achieve Statehood which goes against the plans of the masked villain The Skull, who intends to build his own empire in the territory. He terrorises the town of Deadwood to prevent statehood being achieved but it opposed by Deadwood Dick (really Dick Stanley the editor of the town's newspaper).
