"Cartas de Radio" or (Special Radius Permit) is an identification paper that aims to ensure public safety from strangers.
This was used by Filipinos under the Spanish government.
The use of this as an identification was implemented in 1854.
A Filipino travelling in another province is required to carry this identification paper at that time.
