Colonel Sir Charles Edward Howard Vincent KCMG CB DL (31 May 18497 April 1908), known as C. E. Howard Vincent, was a British Conservative Party Member of Parliament.

Born in Sinfield, Sussex, Vincent attended Westminster School and then the Royal Military College, Sandhurst before purchasing a commission in the 23rd Foot in 1868.[1] He was promoted Lieutenant in 1871.[2][3] He travelled around Europe on a variety of diplomatic and military postings, during which he learnt Italian and Russian. In 1873, he retired from the Regular Army,[4] qualified as a barrister, and was appointed Captain in the Royal Berkshire Militia.[5] He resigned his commission in November 1875,[6] but a month later was appointed Lieutenant-Colonel commanding the 40th Middlesex Rifle Volunteer Corps,[7] again resigning his commission in 1878.[8]

In 1877, he was appointed the Daily Telegraph's war correspondent in the Russo-Turkish War, but he was sent home as no Russian-speakers were permitted in Russian headquarters. He instead returned to London, and was made Director of Criminal Investigations at Scotland Yard. He travelled around Europe to research the latest developments in the field and reformed the department, but soon resigned to become commanding officer of the Queen's Westminsters.[9]

At the 1885 general election, Vincent stood for the Parliamentary seat of Sheffield Central,[10] and defeated Samuel Plimsoll. At Westminster, he established the United Imperial Trade League. He was appointed a Deputy Lieutenant of the County of London in 1889.[11] He was granted the honorary rank of Colonel in 1894,[12] and knighted in 1896.[13] In 1898 he was appointed to the Royal Commission organising the United Kingdom's participation in the Paris Exhibition of 1900.[14]

In 1899, Vincent was made a Knight Commander of the Order of St Michael and St George (KCMG) after serving as British Delegate at the Anarchist Conference at Rome.[15] He was also appointed Commander of the City Imperial Volunteers, and despite failing the Army medical, travelled to meet the troops fighting in the Boer War. He was awarded the Volunteer Officers' Decoration,[16] and appointed Aide-de-Camp to the King, and Colonel in the Volunteer Force in 1901.[17] He resigned his commission for the final time in 1904, retaining his rank.[18] He retained his Parliamentary seat until his death on 7 April 1908.[19][20][21][22][23][24][25]
