The Badan Empire (バダン帝国 Badan Teikoku?) is an amalgamation of all the previous evil groups. Their leader is actually the Great Leader, the entity who ruled Shocker and almost every evil group to follow. The soldier named Combat-Roid (コンバットロイド Konbatto Roido?) exists within its ranks.
In Kamen Rider Spirits, several references infer that the Badan Empire is actually an alien race that supported terrorist groups starting with Shocker.[1]

- The Generalissimo of Badan (バダン総統 Badan Sōtō?) - The giant skull which appeared after Ambassador Darkness's death. It disappeared sneering at ten riders. Dr. Kaidō said that it was the energy of an evil spirit. He is the great leader who is the creator of all the previous organiaztions.
- Ambassador Darkness (暗闇大使 Kurayami Taishi?) - He is the leader of the Badan Empire and the cousin of Ambassador Hell of the Shocker organization. He is a maniacal man who is hellbent on getting what he wants. He was the one that ordered Ryō's plane to be shot down, thus killing his elder sister. Destroyed by Kamen Rider ZX's ZX Kick. In the episode in the magazine, he was transformed into Southern Cross (サザンクロス Sazan Kurosu?) who is a horned turban monster.
- Eisuke Mikage / Tiger-Roid (三影英介 / タイガーロイド Mikage Eisuke / Taigā Roido?) - He is a cyborg with ability equal with Ryō. He thinks that power is justice. Tiger-Roid is Mikage's tiger monster form. Destroyed by Kamen Rider ZX's ZX Kick.

While 8 monsters were from the Badan Empire, the last 5 monsters were from the other groups and have been revived to fight the Kamen Riders.
- Dokuga-Roid (ドクガロイド Dokuga Roido?) - A moth monster. Destroyed by crash with Yamaarashi-Roid.
- Jigoku-Roid (ジゴクロイド Jigoku Roido?) - A antlion monster. Destroyed by Space-time Fracture System.
- Tokage-Roid (トカゲロイド Tokage roido?) - A lizard monster. Destroyed by Riderman's Rope Arm.
- Kamaki-Roid (カマキロイド Kamaki Roido?) - A mantis monster. Destroyed by Stronger's Den-Shock.
- Amenba-Roid (アメンバロイド Amenba roido?) - A water strider monster. Destroyed by Kamen Rider 2.
- Taka-Roid (タカロイド Taka Roido?) - A hawk monster. Destroyed by Kamen Rider X's X Kick.
- Bara-Roid (バラロイド Bara Roido?) - A rose monster. Destroyed by Kamen Rider 1's Rider Kick.
- Yamaarashi-Roid (ヤマアラシロイド Yamaarashi Roido?) - A porcupine monster. Destroyed by crash with Dokuga-Roid.
- Kamisori Hitode (カミソリヒトデ Kamisori Hitode?) from Destron - A starfish monster with a sword blade for a left hand. Destroyed by Space-time Fracture System.
- Jūjin Ōmukade (獣人オオムカデ Jūjin Ōmukade?) from Geddon - A centipede monster. Destroyed by Space-time Fracture System.
- Gamereojin (ガメレオジン Gamereojin?) from Neo-Shocker - A Chameleon monster. Destroyed by Space-time Fracture System.
- Kamakirigan (カマキリガン Kamakirigan?) from Dogma Kingdom - A mantis monster. Destroyed by Kamen Rider Super-1's Hot/Cold Hands (Flamethrower).
- Chameleking (カメレキング Kamerekingu?) from Dogma Kingdom - A chameleon monster. Destroyed by Space-time Fracture System.
