She was first elected to Parliament in the 1999 elections, winning the seat of Northcote. Hartley was previously the mayor of North Shore City, and before that, the mayor of Birkenhead (now a suburb of North Shore City). Before entering politics, she was a real estate agent. She was born in the town of Warkworth. She was re-elected for Northcote in 2002, but in 2005 was defeated by Jonathan Coleman. She remained in Parliament as a list candidate.
In the 2007 local body elections Hartley was elected to the North Shore City Council, and left Parliament when it resumed in 2008. She was replaced by the next person on Labour's party list, Louisa Wall.[1]
She was the Assistant Speaker of the House, and was replaced by Marian Hobbs.
