Akhmed Yevloyev (Russian: Ахмед Евлоев) (b. 1974 [1]) also known as Magomet Yevloyev and Emir Magas is the leader of the Ingushetia-based Ingush Jamaat since 2006. On September 30, 2006 Yevloyev was appointed to commander of the Caucasian Front by the orders of Dokka Umarov. In July 2007, one year after Shamil Basayev’s death, Yevloyev became his official successor.

Yevloyev is an Ingush who was raised in Grozny, Chechnya and was a sub-commander under Shamil Basayev in the Second Chechen War before Basayev assigned him to use family and clan ties to begin raising armed units in Ingushetia.[2]

Yevloyev was among the commanders of the June 2004 Nazran raid in which simultaneous nationwide raids on police stations killed over 88 Ingush security personnel. According to the Russian FSB, Yevloyev personally killed Abubakar Kostoyev, the then acting Interior Minister of Ingushetia, in the capital Nazran.

He was listed by Russia as one of the dead terrorists of the 2004 Beslan school siege, as the person who led the negotiations on behalf of the hostage takers under the name Ali Taziyev, whose body was identified after he was killed during the storming of the school. Those reports were declared incorrect two years later, when he was wanted by Russia for the assassination of a high-ranking police official, Dzhabrail Kostoyev in May 2006[3][4] Although the negotiator of the siege known as Ali had similar features as Yevloyev, his facial profile was a lot different.

According to FSB information, Ali Taziyev was an Ingush policeman who disappeared without a trace in 1998 and was declared legally dead in 2000, but instead might have joined forces of the Chechen Republic of Ichkeria. Investigators often linked Taziyev with Yevloyev, as well as with the negotiator of the Beslan siege, but it's unknown if either of them is actually Taziyev.[5]

After the death of Ilyas Gorchkhanov during the 2005 Nalchik raid, Yevloyev was the next in line to assume leadership of the Ingush Jamaat. In 2006, he was reported as being killed by the FSB operation that killed Shamil Basayev. Those initial reports were declared incorrect later.[6]

[edit] Military leader of the Caucasian Front

A month after Basayev's death Yevloyev was appointed military leader of the Caucasian Front by then President of Ichkeria Dokka Umarov.[7] At the same time Yevloyev still holds leadership of the Ingush Jamaat.[8] On July 19, 2007, Yevloyev was named the Military Amir of the CRI Armed Forces by Umarov.[9] His deputies were announced to be first Deputy Muhannad, second deputy Tarhan Gaziev and third deputy Aslambek Vaduyev. On October 31, 2007 Dokka Umarov proclaimed the Caucasus Emirate and it's assumed he is now the Military Emir of the Caucasus Emirate, of which the Caucasian Front is still its military branch.
