The user at 69.19.14.xx is a long-term vandal of various PBS related articles. I will only use Arthur (TV series) for my examples, since that is one that I regularly watch. The behavior is pretty simple: adding deliberately false (and sometimes nonsensical) information to the funding. They are repeat offenders, usually making a small batch of edits once every few days, then a lengthy period of time will pass before the same behaviour arises. Some of the contributions are productive, but none of the contributions related to PBS are productive.

The talk pages for many of these IP's are littered with warnings and blocks. Most of the IP addresses are in the lower portion of the subnet. If I were to hazard a guess, I'd pin this at a /26 or a /27 CIDR range, but that's just supposition. Whois for this range [5].
