meh (utterance) conveys so much. When uttered, in its most powerful form, it undermines many assumptions about what people are responsible to each other for. It brushes aside the notion that the utterer is required to address your concern. He may understand the nature of your problem but he hereby is making it clear how narrowly he views his role of responisibility in the matter at hand.

Once you know how he feels, you must assess other options for whatever support or sympathy is needed because the guy who said "meh" has now effectively dumped you.
The guy who said "meh" may in fact have certain duties which he is simply avoiding. institutional measures may need to be brought to bear in order to get him back in line. However, usually, once someone has crossed over to the meh side, it is unlikely that he will ever be willing to come back and take genuine responsibility for the "meh-ed" item again.
