১৯৪৯ সালের শেষের দিকে জে. এডগার হুভার,যুক্তরাষ্ট্রের এফ বি আই পরিচালক, ও উইলিয়াম কিনসলে হাচিনসন [১], ইন্টারন্যাশনাল নিউজ সার্ভিস এর প্রধান সম্পাদক, এর মধ্যে হার্টস খেলার সময় এফবিআই শীর্ষ দশ ফেরারী তালিকা তৈরীর চিন্তা শুরু হয়। তারা তখন এফবিআই(FBI) এর সবচেয়ে বড় আসামীদের কিভাবে ধরা যায় সে চিন্তা করছিলেন। এই আলোচনা মার্চ ১৪, ১৯৫০ তারিখে একটি প্রবন্ধ হিসেবে প্রকাশিত হয় এবং জনসমর্থন পায়। পরে অফিসিয়ালি FBI ভয়ঙ্কর ফেরারী আসামীদের ধরার জন্য একটি তালিকা প্রকাশ করে।
তালিকাতে কোন বিশেষ র্যাংকিং নেই। যদিও এফবিআই অতীতে তালিকায় থাকা অনেক ফেরারীকে ক্রমিক নম্বর দিয়ে চিহ্নিত করেছে। কেউ কেউ আবার তালিকায় একাধিকবার এসেছে ফলে তাদেরকে একটি স্থায়ী নম্বর দিয়ে দেয়া হয়েছে।
গ্রেফতার অথবা মৃত্যুর পর তালিকাভুক্ত আসামীদের নাম সরিয়ে ফেলা হয় ও এফবিআই নির্বাচিত নতুন ফেরারী আসামীর নাম অন্তর্ভুক্ত করা হয়। আসামীরা নিরপরাধ প্রমানিত হলে বা তাদের মামলা প্রত্যাহার করা হলেও নাম প্রত্যাহার করা হয়। পাঁচবার এফবিআই এভাবে নাম প্রত্যাহার করেছে কারন তারা মনে করেছে ফেরারীরা আর সমাজের জন্য ভয়ঙ্কর নয়।[১] ডোনাল্ড ইউজিন ওয়েব, যাকে ১৯৮১ সালে তালিকাভুক্ত করা হয়েছে, এখন পর্যন্ত তালিকায় সবচেয়ে অন্য সবার থেকে বেশি সময় ধরে আছে।[২] বিলি অস্টিন ব্রায়ান্ট তালিকায় সবচেয়ে কম মাত্র দুই ঘন্টা ছিলেন ১৯৬৯ সালে।[৩]
তালিকাটি সাধারনত জনগনের চলাচলের জায়গা যেমনঃ ডাকঘর ইত্যাদিতে রাখা হয়। সেপ্টেম্বর ৭, ২০০৬ পর্যন্ত ৪৮৩ জনকে (৭ জন মহিলা) ফেরারী হিসেবে কে তালিকাভুক্ত করা হয়েছে, এবং ৪৫৪ কে গ্রেফতার বা চিহ্নিত করা হয়েছে, ১৪৮ জন (৩০.৬৪%) কে জনগনের সহায়তায় ধরা হয়েছে। ফলে সাফল্যের হার হচ্ছে ৯৪%।
এফবিআই শীর্ষ সন্ত্রাসীদের, তালিকাও রাখে। এছাড়া এফবিআই অপরাধ সঙ্কেত, নিখোঁজ মানুষ, ও অন্যান্য ফেরারীদের তালিকাও রাখে।
সর্বশেষ গ্রেপ্তারকৃত শীর্ষ দশ ফেরারী হচ্ছে র্যালফ বাকি ফিলিপস.

| Osama bin Laden[৭] is the leader of Al Qaeda, and is wanted in connection with the August 7, 1998, bombings of the United States embassies in Dar Es Salaam, Tanzania, and Nairobi, Kenya. These attacks killed over 200 people. Osama and Al-Qaeda are also responsible for the October 12, 2000, attack on the USS Cole off the coast of Yemen, which killed 17. Although bin Laden also later appeared on the first publicly released FBI Most Wanted Terrorists list on October 10, 2001, he was listed there for the 1998 embassy attack, and not for his alleged role in the September 11, 2001 terrorist attacks that killed nearly 3,000, because the most wanted lists name fugitives charged with a crime by a prosecutor or under indictment by a grand jury. Bin Laden was named as an unindicted co-conspirator in, for instance, the federal indictment against convicted terrorist Zacarias Moussaoui, but has not been formally indicted for his role in the September 11, 2001 attacks.
Bin Laden is the subject of a $25 million reward through the State Department's Rewards for Justice program targeting international fugitives, especially terrorists, plus $2 million through a program developed and funded by the Air Line Pilots Association and the Air Transport Association.[৮][৯][৭] |
