The problem is that I don't understand those rules. I have commented what I don't understand about them.
Rules for bots on this wiki
Bots must be approved before they may operate.
- That is reasonable.
A person applying to be allowed to run an interwiki bot should as follows: Present the already existing permissions to run the bot on other Wikimedia projects (the more, the better)
- I have not yet got enough permission on other projects. So I guess here will be the last flag I will get.
Should make 20-30 test editions after the application is lodged on the proper page
- Unlogical the bot must be approved before it may be operate and it need to operate to make test editions.
Approval may be conditional on the bot account remaining in a "trial period" in order that its operation be reviewed. The terms and extent of such a trial period may be determined by the approval group. Bureaucrats' decision is final and they may reject bots who fulfill the formal requirements as specified above as they see fit.
- That is very reasonable and acceptable.
