In telecommunications, Open Access Network (OAN) refers to horizontally layered network architecture and business model that separates physical access to the network from service provisioning. The same OAN will be used by a number of different providers that share the investments and maintenance cost.

The term was coined by Roberto Battiti on 2003 in his article Global growth of open access networks: from warchalking and connection sharing to sustainable business.

The OAN concept is specially appropriate for deploying metropolitan WiFi Access Networks where exclusivity can not be allowed. The shared maintenance costs make it very appropriate for distant rural areas, where traditional ISP are reluctant to offer their services Northwest Open Access Network.

Open access networks are also viewed as feasible way of deploying next-generation broadband networks in low population density areas where service providers cannot obtain a sufficient return on investment to cover the high costs associated with trenching, right-of-way encroachment permits, and the requisite network infrastructure. In contrast to traditional municipal networks where the municipality owns the network and there is only one service provider, the open access model allows multiple service providers to compete over the same network at wholesale prices. In theory, this allows service providers to make money in the short-term and the municipality or cooperative to recoup its costs over the long-term. The build-out and infrastructure is typically financed through low-cost bonds.
