New York State Route 223 is a state highway in western New York, USA. This highway is located entirely within Chemung County, New York and runs in an east-west direction, east of Elmira, NY. This part of New York is called the Southern Tier.
The west terminus is New York State Route 13 in the Town of Horseheads, and the east terminus is in the Town of Van Etten at New York State Route 224. Between, NY 223 passes through the Town of Erin.

Formerly extended east from Van Etten to Candor along current routes 224, 34 and 96. It also briefly extended southward into the City of Elmira after Route 13 was re-routed to an interchange on the Southern Tier Expressway. NY 223 followed Ithaca Road to Hanover Square in Horseheads, then South Main Street, which becomes Lake Road in the Town of Horseheads and Lake Street in Elmira. It ended at NY 17E (Water Street).
