This episodic film revolves around white trash classic rock fan Joe Dirt (David Spade) in search of his lost family. Dirt, works as a janitor at a Los Angeles radio-station and lives in a boiler room. He is discovered by disc jockey Zander Kelly (Dennis Miller) and recounts his life-story on the air.
Joe Dirt's stories, all of them outrageous, include being born without skin covering top of his skull resulting in his mother covering it with a mullet wig which he had kept ever since; being abandoned by his parents at the Grand Canyon when he was 8; befriending a meteor (which turns out to be a frozen chunk of human feces); and settling into a family relationship with a beautiful girl named Brandy, her alcoholic father and her faithful dog Charlie. His story continues with his meeting a self-confessed murderer who sells him a car for the price of what he has in his pocket; getting a job as a roustabout; hiring an incompetent Native American fireworks salesman (Adam Beach) as a tracker; working with a travelling carnival; being held captive by serial killer "Buffalo Bob" (in a scene parodying Buffalo Bill from The Silence of the Lambs); befriending a strange school janitor named Clem (later Gert B. Frobe) on a witness re-location program (Christopher Walken) in Louisiana; and getting a job as an alligator baiter.
There are numerous incidental bits of amusement including a hot air balloon ride across the American midwest; extorting a community with threat to blow up an atomic bomb (that turns out to be a tank filled with feces); and a short-lived relationship with a flirtatious woman (Jaime Pressly) who he believed to be his sister at first. There are also some regional jokes. For example, when Joe Dirt first meets Kicking Wing at Wing's trailer, the two huge arrows in the ground are from the abandoned Twin Arrows rest area, a famous Route 66 landmark.
Dirt meets many attractive women on hs travels, but his main love interest is Brandy (Brittany Daniel) who adores him. Dirt is oblivious, however, believing she would be better suited to Robby (Kid Rock).
Eventually after broadcasting his search on TRL a woman calls in and claims to be his mother. After a brief argument with Carson Daly, she utters "Is this where you want to be when Jesus comes back? Making fun of..." when she is interrupted by a shocked Joe Dirt. He realizes that she and his father (and Zander Kelly) are the only ones who could possibly know the phrase. He goes to the location of the caller only to find out that his parents had intentionlly abandoned him when he was a boy. After an outburst and an attempted suicide Joe Dirt is reunited with his newfound family: Brandy, Clem (now Gert), Gert's new wife Charlene, the owner of the alligator farm Joe had worked for, (Rosanna Arquette), and Kickin' Wing. Robby, on the other hand, still thinks that he is not welcome in Silvertown no matter how famous he is. Joe and the others drive off in their hemi while Robby is ultimately humiliated and literally left in the dirt.
One of the final scenes is a take-off on Dorothy waking up at the end of The Wizard of Oz.
