No rain Western Sahara, of course, doesn't get much precipitation (although there are occasional flash floods.) There are two rivers of note which, themselves give the territory its traditional names: Saguia el-Hamra and Río de Oro. I can't really vouch for that map, but these are possibly seasonal bodies of water that dry up during the spring/summer.
