Frank Charles High (7 June 1875 Dunningham, California–13 December 1966 Oregon) was a United States Army soldier awarded the Medal of Honor for actions during the Philippine-American War. Private High was one of thirteen members of Young's Scouts awarded the Medal of Honor for actions between 13 and 16 May 1899.
He is buried in Memory Gardens Cemetery and Memorial Park Medford,Oregon.[1]

Citation:
- With 21 other scouts charged across a burning bridge, under heavy fire, and completely routed 600 of the enemy who were entrenched in a strongly fortified position.[2]
