Darnley Scantlebury, known to most as Donnie Scantz, is an American music producer, musician and songwriter. He is the founder of State of Emergency, a music and extreme lifestyle allegiance dedicated to producing R&B, Pop, Hip-Hop and Rock. He is a two time Grammy Nominee and has worked with artists such as Aaliyah, Toni Braxton, Usher, Ludacris, J. Holiday, Danity Kane and Chris Brown.

Donnie Scantz graduated from Willowridge High School and attended Howard University.

In 2003, Donnie Scantz won the Dove Award for his work with Out of Eden's This Is Your Life. In 2004, he received two Grammy for Usher's Confessions.
