charles webster baer lives in portland , oregon .and is 37 years old . He was born and raised in santa cruz , californiam, went to high school in newport , rhode island, graduated from the university of hawaii on the big island in 1994 and moved to santa fe , new mexico . He finally moved to portland in 1999, and in the spring of 2000 he created global internet government.
