Seems to me this is a clear copyright violation; the contributor himself says that this image is copyrighted. Is there some doctrine I'm missing that allows this image to be used w/o permission?

Yes: fair use. We often have a small sample of an artist's work in their article. dbenbenn | talk 18:24, 9 August 2005 (UTC)
Hmm. WP:FU presents a ten-point process for determining whether something is fair use. The sequence on this one leads only two places: permission obtained from the copyright holder, or {{ifd}}. --jpgordon∇∆∇∆ 18:29, 9 August 2005 (UTC)

Also -- I'm puzzled by the title; I've always known this one (I've a print of it on my wall) as "Behind the Gare St. Lazare". --jpgordon∇∆∇∆ 20:55, 28 July 2005 (UTC)
