Added a bit more detail on the Pitesti experiment and an external link (which should probably be formatted better). For flow reasons, I'd probably want the festival info ahead of the heavy history but when I tried to swap sections, the result was not aesthetic.

There seems to be some confusion about the crests. The one displayed for the city is actually the one for the county, and the actual one can be found here (I can confirm that this is the case, since the Town Hall in the city, unlike its site, uses the small one with the falcon holding the flag. The first link also notes that the crest we use for the county (in the template, for one), is actually used by the County Council (don't know why they need a separate one, but they apparently feel it has a point...).
