Iowa Highway 31 is a diagonal route running from southwest to northeast in Woodbury County and Cherokee County in the far western portion of the state. It parallels the Little Sioux River for most of its length. Highway 31 provides an important link between Cherokee and Sioux City even though it does not enter either of those communities.

Highway 31's southern terminus is in Smithland at its junction with Iowa Highway 141. Its northern terminus is four miles east of Quimby at its junction with U.S. Route 59. At this intersection, Cherokee County Road C63 continues eastward, eventually reaching Storm Lake.

Iowa Highway 31 begins at Iowa 141 in Smithland. It goes northeast through Oto and Anthon before intersecting U.S. Highway 20 at Correctionville. It continues northeast through Washta and Quimby before turning east to end at U.S. Highway 59.

Highway 31 has not undergone any significant alignment changes since its designation in 1920. Its termini have not changed at all. No segments of the road were paved prior to 1955. The entire road was paved by 1966. ^[1]
