- To grant a specific minority power to make decisions on behalf of the group amounts to a delegation of power, which a public body cannot do.
Public bodies make delegations of power all the time-- otherwise the Scottish Parliament couldn't exist. What am I missing here? The Wednesday Island (talk) 17:17, 15 May 2008 (UTC)
