Manchester is a village in Adams County, Ohio, United States, along the Ohio River. As of the 2000 census, the village had a total population of 2,043.
Manchester is served by the Manchester Local School District and the Manchester Public Library, a branch of the Adams County Public Library.
Manchester has a fulltime Police dept. that has 15 officers. The Police Dept. website is manchestervillage@tripod.com
The Manchester Fire/Rescue/ems has 50 members inculding 3 fultime ems personal. we operate in Manchester Village,Manchester Twp., and Sprigg Twp.

Manchester is located at 38°41'22" North, 83°36'33" West (38.689546, -83.609263)[3].
According to the United States Census Bureau, the village has a total area of 1.1 square miles (2.8 km²), of which, 1.1 square miles (2.8 km²) of it is land and 0.92% is water.

The racial makeup of the village is 97.50% White, 0.15% African American, 0.44% Native American, 0.24% Asian, 0.00% Pacific Islander, 0.05% from other races, and 1.62% from two or more races.
There are 882 households out of which 29.0% have children under the age of 18 living with them, 42.0% are married couples living together, 15.3% have a female householder with no husband present, and 37.0% are non-families. 33.3% of all households are made up of individuals and 18.8% have someone living alone who is 65 years of age or older. The average household size is 2.32 and the average family size is 2.92.
In the village the population is spread out with 25.0% under the age of 18, 9.5% from 18 to 24, 27.6% from 25 to 44, 21.1% from 45 to 64, and 16.7% who are 65 years of age or older. The median age is 37 years. For every 100 females there are 89.2 males. For every 100 females age 18 and over, there are 85.1 males.
The median income for a household in the village is $23,140, and the median income for a family is $28,641. Males have a median income of $29,539 versus $20,179 for females. The per capita income for the village is $13,535. 23.3% of the population and 19.1% of families are below the poverty line. Out of the total population, 29.7% of those under the age of 18 and 23.3% of those 65 and older are living below the poverty line.
